What is a SASO Certificate of Conformity?

Short answer

A SASO Certificate of Conformity (CoC) is documentary proof that your product meets the applicable Saudi technical regulation and standards. SASO administers it through the SABER platform, where it splits into two certificates: the PCoC (Product Certificate of Conformity — one product model, one importer, valid one year) and the SCoC (Shipment Certificate of Conformity — one consignment, valid 90 days, the one customs checks).

What is a PCoC (Product Certificate of Conformity)?

The PCoC certifies that a specific product model conforms to its Saudi technical regulation. It is issued by an approved Certification Body through SABER, scoped to one product model and one importer, and valid for one year — covering repeat shipments of that model by the same importer. Platform fee: 500 SAR + VAT, with the CB's own service fee separate.

What is an SCoC (Shipment Certificate of Conformity)?

The SCoC certifies one specific consignment — every shipment needs its own. It is valid 90 days (extended from 60 in September 2026), costs 350 SAR + VAT per shipment, and is the certificate customs actually checks. For regulated products the CB that holds your PCoC verifies the shipment against the registered product and issues it; a valid PCoC at that moment is a hard system requirement. For non-regulated products it is issued via the importer's self-declaration. And because the platform is linked to FASAH, the customs single window, a valid SCoC flows to customs automatically — nothing to print — with clearance typically 3–5 working days.

Do non-regulated products need a SASO certificate?

Since October 2025 the SCoC is required on every import, including non-regulated goods.

What must exist before a SASO certificate is issued for electronics?

For electronics the certificate does not stand alone: prerequisites such as CST type approval and IECEE recognition usually have to exist before the PCoC can be issued.

Frequently asked questions

Who issues a SASO Certificate of Conformity?

A SASO-approved Certification Body, working inside the SABER platform. SABER itself issues nothing: it is the channel, the registry and the link to customs through FASAH.

How long is a SASO certificate valid?

The PCoC is valid for one year, per product model and importer. The SCoC is valid for 90 days (SASO, 15 September 2026; extended from 60) and covers one shipment; SABER’s card for products not intended for display to consumers still shows 60 days.

How much does a SASO certificate cost?

SABER platform fees are 500 SAR + VAT for the PCoC and 350 SAR + VAT for each SCoC. The Certification Body’s service fee and any testing are charged separately.

Is a SASO certificate the same as a SABER certificate?

In practice, yes: both names usually mean the PCoC and the SCoC issued through SABER, SASO’s platform. SASO sets the rules; SABER is where you comply with them — see SABER vs SASO.
